Harare, Zimbabwe - Zimbabwe’s ruling party, ZANU PF, has issued a directive requiring all party-branded vehicles donated in its name to be registered or recorded by July 31, 2025.
The order was detailed in a leaked memorandum dated July 3, 2025, signed by Secretary General, Obert Mpofu and stamped at ZANU PF Headquarters.
The memorandum was addressed to all party organs demanding all cars donated in the name of the party, including those of individuals.
“All motor vehicles donated in the name of the party, whether to individuals or party structures, must be brought to ZANU PF Headquarters for recording and registration by 31 July 2025,” it reads.
The memo invokes Section 76 of the ZANU PF Constitution, which says donations made need validation.
Without validation from the Secretary General, Treasurer General, or National Secretary for Transport, it reads, the cars will now be subject to seizure or re-registration.
The letter further warns, that failure to comply with this directive will result in disciplinary action as prescribed by the party’s constitution.
Some online reports say the directive follows reports of a rift within ZANU PF’s Central Committee, particularly after Tagwirei’s alleged ejection from a recent meeting, reportedly at Vice President Constantino Chiwenga’s behest.
The memo said the move is to ensure accountability of all donations made.
“This regularisation exercise is instituted to ensure accountability and compliance with party regulations governing donations,” it reads
Critics view the directive as a strategic effort to centralize control over party assets amid the factionalism, and preparations for the 2028 leadership transition, as President Emmerson Mnangagwa’s term nears its end.
Some view the move as a vetting process more than the accountability excuse.
“All vehicles bearing party branding must be validated to confirm their status as legitimate donations," the memo reads.
