Gweru - The City of Gweru has officially announced the appointment of Mr. Owen Masimba as the substantive Chamber Secretary, effective October 3, 2025.

Mr. Masimba joins the executive management team at what the city's press statement describes as "a critical time in the City's transformation journey," bringing over 22 years of experience in the local government sector.

He takes over from Tapiwa Marerwa who was on acting capacity.

In the statement, Gweru Mayor, Councilor Martin Chivhoko, said the appointment reflects the Council's firm commitment to bolstering key administrative and service delivery pillars.

"His appointment reflects Council's commitment to strengthening governance, strategy and service delivery for the benefit of residents, stakeholders and partners," he said.

Mr. Masimba is a familiar figure in Gweru's local government, having previously served as the City's Deputy Finance Director for the City, and Acting Director Finance following the elevation of Livingston Churu from the position to Acting Town Clerk.

In that capacity, his responsibilities included the management of Council's financial resources, handling loans and investments, central purchasing and overseeing the management of the insurance portfolio.

Most residents know his familiar face during budget consultation meetings and residents association meetings on service delivery discussions.

He was noted in previous reports for his involvement in efforts to strengthen the city's revenue inflows.

Mayor Chivhoko said his professional profile suggests a depth of expertise that will be pivotal in his new role, which typically encompasses human resources, administration, accounting and legal services, crucial for providing support to the Mayoral and Committee services.

In the statement, he also said Mr. Masimba's diverse skill set positions him as a valuable advisor to the Council, the Mayor said.

"Mr Masimba is a seasoned professional whose competencies cut across law, finance, strategy, corporate governance, and administration," he said.

He said the combination of expertise makes him "well-suited to provide holistic advisory services to Council and to support the implementation of Council's strategic plan".

His academic and professional qualifications include a Bachelor of Laws Degree (LLB), a Bachelor of Commerce in Accounting, Master's in Business Administration, a PhD in Public Administration (Leadership) and a Certified Data Protection Officer.

He also holds a Higher National Diploma in Accounting, a National Certificate in Business Studies and esteemed professional memberships, including being a registered Legal Practitioner, a member of the Chartered Governance Institute (CGI) and a Professional Director (Pro.D) certified in both Canada and by the Institute of Directors Zimbabwe (IODZ).

The City of Gweru says it anticipates that Mr. Masimba's tenure will lead to tangible improvements.

"Mr. Masimba's appointment is expected to further strengthen the City of Gweru's governance systems, enhance compliance with legal and regulatory frameworks, and improve service delivery to the community.

"Council congratulates Mr. Masimba on his appointment and calls upon all residents, stakeholders, and partners to extend their support as he assumes this important responsibility in serving the City of Gweru," Mayor Chivhoko said.
