HARARE – Eighteen Public Prosecutors across Zimbabwe have been arrested on corruption charges, including bribery and extortion, Prosecutor General Loice Matanda Moyo has revealed. The crackdown was revealed on Tuesday by Prosecutor-General Justice Loice Matanda-Moyo during a sensitisation event in Harare, underscoring the urgent need for ethical transformation within the National Prosecuting Authority (NPA).

The arrests, spanning various courts, highlight a significant internal cleansing operation aimed at restoring public trust and upholding the integrity of the law. Justice Matanda-Moyo made the startling disclosure during a high-profile event hosted at her offices, which saw senior officials of the National Prosecuting Authority, including provincial prosecutors, sign integrity pledges in a milestone partnership with the Zimbabwe Anti-Corruption Commission (ZACC).
ZACC Commissioner Ms Chido Madiwa led the anti-graft body's delegation, emphasizing the collaborative nature of this critical national endeavor.

Speaking with unwavering resolve, Justice Matanda-Moyo asserted that the scale and nature of these arrests clearly underscore the imperative for profound ethical reform within the prosecution service. She passionately reminded the assembled officials that the act of signing the integrity pledges transcended mere formality; it embodied a sacred national duty in the ongoing, multi-front war against corruption.

"The department is entrusted with a sacred, solemn duty of prosecuting corruption cases and guarding against corruption with unwavering fairness, unyielding diligence, and absolute impartiality, without fear or favour, regardless of who stands accused," Justice Matanda-Moyo declared.

Her emphasis on the NPA's self-policing capabilities resonated strongly, suggesting a paradigm shift towards internal accountability.
"This weighty mandate includes watching ourselves and committing ourselves to the highest standards of integrity," she added.
PG Matanda AMaoyo said the sensitisation and the imminent signing of integrity pledges, conducted in collaboration with the Zimbabwe Anti-Corruption Commission leadership, are indispensable steps in reinforcing and fortifying our ethical framework.

The proactive stance marks a critical juncture in Zimbabwe's fight against graft. For too long, public perception of corruption within key state institutions has eroded trust in the rule of law. The targeting of prosecutors – individuals entrusted with upholding justice – sends a powerful message that no one is above scrutiny, especially those tasked with prosecuting others.
The move is particularly significant for local residents, as it directly impacts the fairness and accessibility of justice in their communities. Bribery and extortion by prosecutors can compromise cases, undermine legitimate grievances, and protect offenders, directly impacting the lives and livelihoods of ordinary citizens.

Justice Matanda-Moyo meticulously stressed that the integrity pledges were far from ceremonial documents but rather potent reminders of the core values that must guide every decision made and every prosecution pursued. She underscored the profound implications of each signature affixed to the pledges.

“Each signature that will be affixed to that pledge this morning, particularly by those of you who lead the provincial offices and critical units at head office, will be a renewed, binding promise to the citizens of Zimbabwe,” she articulated, painting a vivid picture of the commitment being forged.

“It is a promise that we, as the nation’s chief public prosecutors and public servants of the highest calibre, will act with unwavering honesty, profound transparency and unshakeable accountability.”

The collaboration with ZACC further solidifies the multi-agency approach to tackling corruption, demonstrating a unified front against a menace that has long plagued various sectors of Zimbabwean society. The involvement of ZACC, an independent commission mandated to combat corruption, lends credibility and additional investigative power to the NPA's internal reforms.
This crackdown, coupled with the renewed commitment to integrity, signifies a crucial inflection point for Zimbabwe’s justice system.
While the arrests represent a painful but necessary step in confronting internal misconduct, the emphasis on integrity pledges and ongoing sensitisation points towards a sustained effort to embed a culture of accountability and ethical conduct within the NPA.
The challenge now lies in ensuring that these initial actions translate into lasting change, rebuilding public confidence one honest prosecution at a time.
